I'm pretty sure that is not how the manufacturer of that halter meant it to be used. Maybe halter makers should start attaching safety instructions and warnings on their halters? I hope this foal is not turned out with that thing on.

That is crazy, poor kid! That's what happens when a baby is raising a baby. I am sure the foal is fine, and someone has corrected her by now
